Theophan Pictor is an Imperial assassin-for-hire who was hired for a job a few years ago by Pelena Weatherleah to kill her husband Uriel while he was in Cyrodiil. A few years later he heard Lady Weatherleah was still searching for her son, and decided to take advantage of his resemblance to Uriel and impersonate him.
As for Pelena, he contacted her about this and threatened to expose her if he was not given a cut of the family fortunate. By the time he arrives, Lady Weatherleah died in an alleged accident, and he takes up the role of a recently amnesiac man who has returned home. As you and Mizzik investigate what happened, he becomes more reckless and is eventually killed by Pelena after he threatens to take the entire fortune and out her.
