The Pale Man is a figure of legend in Western Skyrim, with several accounts and stories of him abducting people. However, many Nords just view him as a spooky story.
In reality, he is a Falmer which has been hunting for decades. His latest lair can be found at a cave south of Sword's Point Watchtower. Aerolf, a man which lost a brother to him tracked him down with your help and has you bait the Falmer's lair to draw him out. Once you have poured the alchemic mixture over the bait, the Pale Man will emerge from the corner of the cave, gibbering.
