Malaniel is a Wood Elf Blade Dancer and former soldier of the Aldmeri Dominion, who can be found in Vashabar. She also taught Clendagal and others how to wield a blade.

Laeni and Clendagal wish to marry, but their fathers Greenspeaker Nedolir and Minth refuse to give their blessing due to their own personal dislike of each other and their ideologies.

After Agawen Ciiril's suggestion of speaking with them fails, she asks you to speak with Gundelion and Malaniel and to get their help in convincing the couple to stay in the village rather than leave.

She will be in King Nantharion's residence, near the entrance to his office:

Malaniel: "Another student perhaps?"

Talk with her to explain the situation:

"Traveler. Are you looking to practice the blade? In the mood for a sparring match?"
Ciiril asked me to speak with you. Clendagal and Laeni are going to leave town.
"Clendagal, leave? But the village is freshly grown! And it feels like just yesterday I was helping him choose a training blade.
I know how much he loves that young woman. If they think they have to leave town to be married, well …."
Ciiril hoped you might convince the couple to stay.
Spoke with Malaniel first:
Spoke with Gundelion first:
"No, I'm sorry. If they want to go, I respect their decision. But I'll go find Ciiril. Hopefully I can see the couple before they depart the village.
Heh, I'll kick Clen in the arse if he tries to leave without saying goodbye."
All right. I'll see you later then.
"No, I'm sorry. If they want to go, I respect their decision. But … hmm. Maybe old Spinner Belwelas might be able to help you.
He's keeper of the Wilderhall here in Vashabar."
How could Spinner Belwelas help?
"The Dawnway teaches us that knowledge of the past can build a path to the future.
Our Wilderhall holds all the old knowledge of our clan. Maybe there's something in there that could help Laeni and Clendagal find happiness?"
I'll go talk to Spinner Belwelas then.

You can then ask Malaniel about her role in Vashabar and the Dawnway movement:

"Maybe there's still some way forward here. What is a marriage but a hope for a better tomorrow? And Vashabar itself is a symbol of hope."
What do you do in Vashabar?
"I'm an accomplished blade dancer, and work with Minth as an envoy of the Dawnway.
Before we left Valenwood, I taught everyone who asked the way of the sword. Wish I'd had a chance to do more."
Blade dancer? / You mentioned you're a blade dancer?
"A bit of a pompous term for someone that's good at fighting with a sword, isn't it? I heard it from a High Elf in mixed training at a Dominion base.
I kind of liked it. So I made it my own."
You're committed to the Dawnway, then?
"With my whole heart. I saw more than enough during my time with the Dominion military to know we need a better tomorrow. A glimmering dawn on the horizon."
The news about King Nantharion hasn't changed your mind? (If you completed Seeds of Suspicion)
"Not really, no. Nantharion has proven to be a liar, but the Dawnway is bigger than one man. I trust Minth, I trust Vashabar. I trust myself. Nantharion may be false. But we'll find our own truth without him."

You eventually can go and speak with Spinner Belwelas, who suggests finding a copy of the Rite of Propagation. It is an old ritual which puts the decision for an issue in the hands of the community as a whole, and the decision made must be abided by. After you help the couple find items that represent them, you can head back to Vashabar where several villagers will be gathered, including Malaniel.

Talking with her before the rite is started:

"I'm on the edge of my blade here. If they can pull this off, we're having so many drinks tonight!"

Once you have spoken with Greenspeaker Nedolir and told him what is happening, the Rite of Propagation will begin:

<The pair kneel before the crowd.>
Clendagal: "Vashabar, we need your help. Laeni and I want to marry."
Laeni: "As you all know, our fathers refuse to support us. And so we invoke the Rite of Propagation, an ancient Bosmer custom."
Clendagal: "We gathered these symbols, representations of our roles in the village. An Ayleid mosaic for me."
Laeni: "And a greenspring seed for me. Friend, you helped us find them. Please bring them forth."
<The pair stand up.>

You can then place the Ayleid Mosaic and Dormant Greenspring Seed either side of them:

Clendagal: "These symbols represent our commitment to the village and to each other."
Laeni: "Our future lies in whatever you decide. Do we have your support?"
Agawen Ciiril: "Well, what do you say Vashabar? Do you support this union?"
Gundelion: "Aye!"
Malaniel: "Aye!"
Spinner Belwelas: "Aye!"
Melbora: "Aye!"
Agawen Ciiril: "Hah, there it is! Congratulations you two. Let's give the couple a moment. Drinks for everyone!"
<Clendagal and Laeni embrace as the onlookers walk away.>
Greenspeaker Nedolir: "All right, you old arse. The village has spoken so let's make the best of this."
Minth: "I suppose you're right, you bastard. If we're going to be kin, let's get to drinking like it."

Speaking with Malaniel before Laeni:

"Look at them up there. I think I'm going to cry."

If you spoke to Laeni but haven't turned in the quest:

"That was beautiful. Let's get drunk on Ciiril's best and dance until dawn. Praise the ancestors!"

Speaking with her after completing the quest:

"I can't wait for the wedding. You think the village is going to get rot-faced tonight, just wait until after the ceremony!
Haha. Dawn keep you traveler. Well done."
