Khofar is a Redguard Trader selling food, spices and other ingredients on the lower floor of Anvil's Bazaar of the Abecean. He owes a considerable amount of money from his gambling at the Abecette, and Palagrius Vinicius will send you to collect during the quest Khofar's Debt. Khofar clearly believes his luck will turn however - unless you are especially persuasive, he will suggest that the easiest way for you to repay his debt is to enter the fighting pits, or go gambling yourself.
