Fences are vendors who will buy stolen items. They can also clear your current bounty or launder stolen items for a fee equal to their value. They will not purchase clean items from you.
Fences can be found in every Outlaws Refuge. Humble Zaham will offer his services in the Stitches only after completion of the Beware the Purring Liar. Kasam-dar appears only during Zeal of Zenithar event.
