Backstreet Brigands are Breton members of the Backstreet Gang who can be found in several parts of the city of Wayrest. You'll find them with other gang members that could include any number of Backstreet enforcers and cutthroats in the middle of harassing a Wayrest noble. They have no unique dialogue.
