Hey, welcome to UESPWiki! :) If you need help with modding stuff, you can send me an email or come say hi in the chatroom. I rarely mod, but I am fairly familiar with the Creation Kit. About your earlier question, you may be able add a perk to the player character which will vary the spell effect by character level; otherwise, it may just take some guesswork.
