Hey there, I have a theory on Sofie for you, and also a possible solution to your adoption problem. I believe poor Sofie may have been murdered if you'd arrived at Windhelm in the evening....if you have Dawnguard installed as well as Hearthfire, Vampires have been known to show up randomly and attack. Or there may be a quest in Windhelm that must be completed. No idea what triggers her, but I didn't see her at first either, otherwise I may have adopted her. Anyhow, if you are simply looking to adopt a second child, and don't have your heart set on a particular one in the orphanage, there's a stable boy near Solitude that would like a home, as well as an errand running boy in Dawnstar, whose father died while they were at sea, and he was kicked of the ship by the captain. There's also a girl in Solitude who always says you're awesome, and asks you to be her mother. I think it's Minette, Sorex Vinius' sister. She has a dad though, so that's kinda weird...

Anyhow, there may also be children in Markarth, I haven't yet been able to figure that out, since I made the mistake as soon as I got there to investigate the murder to the point that the guards didn't like it, and I killed a couple....and they don't forget about that....not even after visiting the face changer.
