Rothur is a Dark Elf pauper and ratcatcher who can be found in the eastern sewers of Old Ebonheart. He and his fellow ratcatcher, Velmu, have unknowingly abducted S'Khar-ra, an Alfiq Khajiit and ambassador for the Elsweyr Mission at Ebon Tower, thinking he was a regular housecat who can help them catch rats. S'Khar-ra is quite happy to stay, though, and will need some convincing in order to return to the Mission. Rothur and Velmu will not fight to keep S'Khar-ra, though you have the option of killing them to make S'Khar-ra return to the Ebon Tower.
He wears a common shirt and a pair of common pants. He wields a cooking knife and carries a travel lantern.
Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows no spells.

- "Why'd you have to steal back our little ratter companion? Yes, it's true I stole him first, but he was happy here. He loved catching rats."

- "So that's what he is? When I was a child I read about the housecats they have in Cyrodiil, and this one perfectly matched their description. He's been catching rats just like the cats in that book too. We had no idea he was a Khajiit."

- "This cat is something! I knew he'd be a natural ratter the moment I saw him hunting out in the streets, so I decided to help him utilize his talents. This week we caught three times as many vermin as the last one! He eats a lot of them himself, but the numbers are still quite impressive."
