Mette Black-Briar is a Nord merchant with an office in the East Empire Company hall in Old Ebonheart. She can be found in her office there, and has a tangential role during the events of the East Empire Company quest, Empty Mines, Empty Coffers, as you attempt to address a complaint by Great House Redoran that the company sold them an 'ebony' mine without mentioning the apparent lack of ebony. Mette seems to have had some foreknowledge of this:
"Oh, that mine. I could have told you that didn't have any ebony left in it; why do you think it was for sale?"
Indeed, it becomes clear that Mette's role is to offload mines that the Company does not find profitable enough to run by itself. During Iron and Blood, she will attempt to sell you the iron mine of Anbarsud, which - as it transpires - is filled with vampires. She explains the rationale for all the mine sales if pressed on a deal that she signed with House Hlaalu during Tamriel Rebuilt:Art of the Deal:
"You want to know how I closed it, don't you? I'll tell. Though ebony and glass are among our specialties here at the East Empire Company, it's not really our job to dig them up. We're supposed to let other people run the mines and buy from them. But a previous factor had the bright idea of buying and running some mines directly to 'save costs'. And it didn't work. And we've been selling them off ever since. Lately, the Hlaalu wanted to buy, and I said, "Sure, just stop taxing our ships to hell." It worked." - Mette Black-Briar on the Priority Shipping Act
