Zenkif can be encountered (?) and is one of the options to speak with to start the related quest:

After you have spoken with Tyss, he will arrive and speak with her:
- Zenkif: "Dreamcarvers swarm our fortress. It is theirs now."
- Tyss: "While our pact exists, so do the Remnants."
- Zenkif: "Stop clinging to a dead order. We must accept our fate."

You can then speak with Zenkif to find out what he means:
