The Scourge's Mark is a ship used by the Ra Gada in their invasion of Velyn Harbor. It is docked near the lighthouse. After the invasion force is defeated, the surviving Ra Gada hole up on the ship, to be dealt with later by Sergeant Linaarie.
Ilwan at-Nazim and Dh'andsa are also on the ship, even before the Ra Gada are routed, and Angardil sends you to kill one of them for him.
