He will be gasping while struggling to live in his last moments:

He asks you a favor before he passes away. He would like you to collect the personal items of the victims killed by the Worm Cult and return back to him:
- "You're not one of them. Need your help. Not for me—I'm doomed—but the others…."
- How can I help?
- "The Cult. They killed us all. Our loved ones in Riften must be told. Help us, please!"
- But how do I identify you?
- "Search the corpses. Personal items. Come back to me."

Unfortunately, when you return, Svein will have passed. You can take his handkerchief off of him and find his family to inform them of his passing.
