Rayzeeh was a Redguard member of the Fighters Guild who could be found in the Nobles District. General Aklash would have sent you to gather intel on destroying the Imperial City's Dark Anchors.

"It is complicated. I know. First, fight your way into one of the portals to Coldharbour and destroy the pinion there. Then, return and capture the pedestal at the anchor's base.
Do this for all three pedestals, and the district will be safe."
"I fear we have lost sight of what really matters here. Molag Bal seeks to pull the city into Coldharbour. We say we want to "save it," but don't we really mean "control it?"

Speaking to her after destroying the anchor if you haven't completed any of the quests she leads you to:

"Destroying the Dark Anchors is of critical importance, but for many people in this city, there are far more pressing matters.
It is not my place to tell you what you should do, but if you are interested, I know many who are in need."
You said there are others in need as well?
"Of course. The city is crawling with Daedra, cultists, and soldiers who are desperate and often depraved.
We cannot help everyone at once though. There is only one way to eat a dragon—one mouthful at a time. So it is here."

Speaking to her after destroying the anchor if you've completed the quests she leads you to:

"May Tava guide your steps, wayfarer. May she take you to the people of this city who are in need, and bless your efforts to help them.
Go now. You have done all you can here."
