Rahti the Peeler is the Khajiit leader of the Bonechime Gang, which has recently come to the Prowl in the wake of a Dragon attack. He is encountered in their outpost, after they successfully raided the nearby ranch and stole several exotic animals.
When he notices you, he will shout, "I'll skin you alive!" before attacking. During combat, he uses a mix of fear mage and pet ranger abilities.
