As you approach the Argonian, you may hear him say, "You there. I have something for you."

Speak with Peek-Ereel to see what he wants:

"Greetings. I bear a message for you from the sly Tee-Wan, spymaster in service to Keshu the Black Fin."

What's the message?

"Ahem. It reads:
"Meet me at the graveyard east of Gideon. Need your help. Urgent.""

That's it?

"Tee-Wan did not want to disclose too many details. This is a private matter, and he is always careful with information. I am sorry I cannot tell you more. I am but the messenger.
He awaits you at the graveyard. He will tell you everything there."

Fine. I'll meet Tee-Wan at the graveyard.

After agreeing to meet with the spymaster, you can continue speaking with Peek-Ereel and asking him questions:

"I erect the spine of gratitude. Do not let Tee-Wan's desire for discretion worry you.
Please, go to the graveyard. Help him if you can."

Can you tell me more about Tee-Wan?

"He is egg-brother to me, along with Keshu, Vos-Huruk, and Xocin. We grew up together in the village of Seekhat-Xol.
If you trust Keshu, you can trust Tee-Wan. But I should let him speak for himself once you meet with him."

Why does Tee-Wan want to meet in a graveyard?

"It is a quiet place where secrets can safely be spoken aloud. But as spymaster, Tee-Wan could achieve the same secrecy in many places inside the city walls.
It is curious, but that is between you and Tee-Wan. The graveyard lies to the east."
