Phedre Lampronius, the Painted Eye's leader at Borderwatch

The Painted Eye is a terrorist organization that has taken over Borderwatch in order to acquire an Ayleid relic rumored to be located underneath the fort. In order to stall for time, they took hostages, and sent drastic requests to the ousted Ivory Brigade garrison.

These include; that the entire Ivory Brigade exile themselves until death to the isle of Solstheim, that prisoners held in custody throughout Tamriel be freed (though it isn't unclear if they actually exist), and that the Painted Eye be allowed to create a politically autonomous zone on Khenarthi's Roost to build a bastion for their ideals.
