Laughs-at-Danger is an Argonian found in the settlement of Darkwater Crossing. You'll find him in the cave with his fellow Argonians, hiding after the recent troll attack.

Before the related quest:

"Laughs has what you need to slick your crest or spin your tail."

After reading Grida's note, you will need to find Laughs-at-Danger to collect one of the ingredients. He will only offer the drug for a price since it is highly dangerous for non-Argonians. You could also intimidate him into handing over the daril:

"What can Laughs do for you? You need something special?"

Have you seen Grida Meadmoon? She needed some daril.

"Not so loud! Laughs-at-Danger is an honest Argonian merchant.
Daril is very powerful, very dangerous, and very expensive."

Did Grida make a deal with you?

"Maybe yes, maybe no. There's a big demand for daril right now. Nords really want the stuff.
But something isn't right. I might stop carrying the stuff."

What's daril?

"Daril allows Argonians to see the layers of light and sound behind the world. But smooth-skins?
Small doses may work for smooth-skins, but I don't know. Very dangerous."

"Daril is very dangerous and very hard to get. Demand is high, so price is high."

Regardless of your prior choice, Laughs-at-Danger will dismiss you once you have obtained the Daril.
