Jhaziran was a Khajiit merchant who would have asked you toretrieve his goods from the Market District. He apparently supplied the Worm Cult with goods, doing business with a ranking member known as Fleshmender Moradilion. The contract he signed was binding, and infringing upon it put him at risk of running afoul of a specter known as the Bargain Man. The Drake of Blades was involved in this quest. He was friends with Nizib and Vilea Inventius.

"Oh, so many things! This one is desperate!
I am a merchant, you see? In my haste to escape the Market District, I left the Mane's share of my goods behind. I would try to retrieve them myself, but my businesses have been overrun by the the undead."
There are undead in the Market?

I beg you, walker—collect my goods. The Worm Cult took everything
Oh, one more thing. Be sure to avoid the Storehouse, the Clerk's Office, and the Apothecarium. They are full of the restless dead. Trust Jhaziran. He would know."

Speaking to him again after accepting the quest:

"Please be swift, my friend. Jhaziran is anxious to leave this dungy stink-hole."
"The bargain must be upheld, Jhaziran …. We tire of waiting."
"You're late, Jahaziran … very, very late."
"I have come to collect, Jhaziran … The Worm Cult must have its due."

You would have confronted Jhaziran about his secret. You'd have a choice: exile him from the city and leave him at the Bargain Man's mercy, or spare him on the condition that he fights on behalf of the Imperial City.

"I have lived among these Imperials long enough to find the hidden alleys, and secret passages. When those spooky Worm Cultists began gathering people up, I slipped away. The only thing keeping me here is my missing goods."

"Jhaziran had his claws in many soups, friend. Shipping, herbal medicine, property management …. Khajiit in the Imperial Market must wear many hats to stay afloat, yes?"
Why is that?
"Business can be … sparse. Many Imperials are reluctant to do business with an enterprising Khajiit like myself. Jhaziran has been called all manner of names by the locals. But that is the price of doing business in the Imperial City, yes?"
"Jhaziran does not understand …."

"No! Well … well, yes. But I swear to you, I did not know they planned to sack the city! When I found out, I tried to stop—but the Bargain Man … he never sleeps! He just takes, and takes, and takes.
Did you find my goods?"
Did any other merchants escape with you?
"No, Jhaziran was alone. I wanted to find my friends Nizib and Vilea, but there wasn't time. I had to escape before he …."
Before what?
"Oh … before it was too late, I mean."
"Oh. Oh, yes! Of course. My friends. That goes without saying."
Those goods belonged to other merchants.
"So? Everyone is dead. To whom will they sell them?
You don't understand! I need those goods, walker. I have to pay the Bargain Man or … or …."
Or what?
"Or … I don't know! Jhaziran will wind up turned inside out, hanged upside-down by his toe-claws, or stuffed full of lead coins! No one reneges on a deal with the Bargain Man and lives to tell about it.
I'm begging you! Let me have those goods."
Sparing him:
Exiling him:
If you take up arms and defend the city, we'll try to protect you.
"Fight? Walker, you do not understand. Jhaziran is a gentle merchant. I would be useless. Worse than useless!
But I see that you do not care. Fine. I will … I will try my best."

If you speak to him again, he'll say:

"You were pulling Jhaziran's tail about fighting, right?"
No. Keep running. Maybe the Bargain Man will lose interest.
"Bah! Ziss on you! To the dogs with this entire city! Let my death be on your conscience!"
