Hei-Halai is a campsite located west of Stormhold in northwestern Shadowfen. It is a deserted Shadowscale outpost, presumably abandoned in haste, as evidenced by the bodies of dead Shadowscales lying around. There are some writings on Sithis in the cave.
Wild animals roam the area, and a cave is located below the huge overhanging rock to the west. Containers can be found within, along with some runestone nodes and a thieves trove ripe for the picking.
Entrances to the Ruins of Mazzatun
group dungeon and the quest-related Cold-Blood Cavern can be found in the western part of the camp.

- This location was called Shadowscale Enclave during the early beta. This name is still mentioned in-game when reading the journal of a Shadowscale Scout in Stormhold, and appears in the data files as the name of the map.
- The cave was removed in Update 11 and turned into the entrance passageway for the Ruins of Mazzatun
