Fuldir is a Nord located at the Baandari Trading Post. He was ambushed at some point by members of the Ra Gada and lost his shield. His shield can be found in Dead Man's Drop, along with the Ra Gada pirates. If you return his shield to him, he will reward you and set out for his home in Windhelm.
