Dawn of a Champion is awarded for spending your first Champion Point in any of the constellations. Your first character will need to reach Level 50 and earn at least one Champion Point before you can get this achievement, but your other characters can then earn it immediately, since Champion Points are shared across your account, and can be used even by non-Veteran characters.
