Aliskeeh is an Argonian from the Bright-Throat Tribe who can be found just outside Bright-Throat Village. As it is a hectic time at the village due to the pending bonding ritual, he is staying out of the way till things calm down.

Upon approaching him, he greets you:

Aliskeeh: "Ruheeva, welcome. Don't think I've seen you here before."

"Come for the bonding ritual? You don't bear the trappings of any of the local tribes. Doesn't matter either way, you're early. Now might not be the best time to partake in Bright-Throat hospitality."
"Come for the bonding ritual? Not to partake, obviously. You're early either way. You might want to make yourself scarce until it's actually time for the ceremony."
Why is that?
"The bonding ritual is very important to the tribe. Everyone is under a lot of pressure to make sure everything is perfect.
There's some commotion in the village right now. Raised voices, tempers high. Not the best time for visitors."
Maybe I could help?
"Kind of you to offer...I guess that'd be all right, since you're not an envoy from local tribes. Don't say I didn't warn you.
You'll want to speak to our tree-minder, Pavu. She'll know what to do, and give you a proper welcome."
I'll go see your tree-minder.

Aliskeeh can then be asked some questions about the importance of the ceremony and his tribe.

"I'll just stay out here until things settle down. If anyone asks, I'm hard at work, gathering plants for the ceremony."
What can you tell me about your tribe?
"You've never heard of the Bright-Throats? We're very well known in Murkmire. Our crafts are highly sought. We trade with most of the tribes. Lilmoth too.
That's why the bonding ritual is so important, it renews our ties to the other tribes."
What is this bonding ritual exactly?
"A marriage, you would call it? No, a honeymoon! I think. We choose who will lay and sire the next clutch of our eggs. We Bright-Throats invite the other tribes to send envoys and bond with our tribe. Without them … it would be bad."

Aliskeeh also appears alongside Tseedasi during a random encounter where they talk about Haxara and her child. They spawn on the northwest corner of the platform in front of Tree-Minder Pavu's Hut (south of the hut). This encounter only occurs after Empty Nest is complete.

If you allowed Haxara to stay in the village
Tseedasi: "Have you seen Haxara's child, in the healer's hut?"
Aliskeeh: "She is like a ghost. Like her body is here, but she is elsewhere."
Tseedasi: "I think it's beyond our healers to make the poor creature whole."
Aliskeeh: "Probably … but the Hist will share its wisdom if it desires her to change."

If you speak to him, he says:

"It's not that I bear ill-will toward Haxara's child, but her presence makes my spines quiver."
If you exiled Haxara and Xal-Sisei
Tseedasi: "I have seen Haxara in Lilmoth seeking coin for passage inland. It is true tragedy to see her reduced to fetching drinks and washing laundry."
Aliskeeh: "I would choose begging. The empty thing she calls her child is deserving of charity."
Tseedasi: "What she will have to endure is beyond my imagining."
Aliskeeh: "Punishments aren't meant to be easy. It's merciful, I think, compared to what she did."

If you speak to him, he says:

"The hole Haxara has left in our tribe is still wide, but we will be able to heal now that she has taken her crime with her. You were wise to suggest so."
