Alasan's Devastation is awarded for completing Alasan's Plot in the Hollow Wastes region of the Alik'r Desert. This achievement will allow you to purchase a Reconstructed Necromantic Focus for your house. It costs 5,000 and can be purchased from Lozotusk in Kozanset.
