Talmeni Drethan is a Dark Elf shipmaster whose open-air boat, the Omenwedur, docked in Khuul will provide transport to Dagon Fel or Gnaar Mok for a small fee.
Talmeni wears a common shirt with matching trousers, belt and shoes. Furthermore, she carries an iron shortsword, a random Dunmer book, up to ten drakes and two loaves of bread with her. Aside from her natural resistance to fire and the sanctuary provided by her ancestors, she knows no spells.
If you have completed the Thelsa Dral the Witch quest for the Imperial Cult, be sure to mention it to her, several times in fact. This will increase her Disposition up to a maximum of 60 and give you lower prices.

The only subject that Talmeni has anything unique to say about, are the destinations that she can take you to aboard her ship:
