A Count is a ruler of one of the counties of Cyrodiil, and reside in the castles of their respective cities. Every city in Cyrodiil is ruled by a count on behalf of the Emperor, although in practice, their powers and duties vary according to the traditions of each city.
Counts have their own staff, including stewards and assorted servants. They are also served by viscounts, to whom they delegate "lesser affairs", while a captain of the guard commands the city watch and castle guard.
The only Count currently in the mod is Count Desilus Carvain of Bruma, although every county in Cyrodiil is ruled by one with the exception of Kvatch, which is ruled by a council of Burghers.
