Caius was an Imperial assassin and Penitus Oculatus agent who was acting as a courier from 'Agent Claudius' to Servus Vodaci. On the way into Cyrodiil from Skyrim, he was waylaid by bandits in Sedor and disappeared.
During The Courier, Olaf Cold-Heart will ask for your help in rescuing his friend Caius, although you will soon learn he has ulterior motives and wishes to lay hands on certain documents Caius is carrying.
You will find his naked and bloody body in the first level of the Ayleid ruin, in the bandit ringleader's room. On his body is a note and a full set of Imperial light armor (minus the helmet). You will find his list of Stormcloak sympathizers nearby, while his Skyrim Report (parts I, II, III and IV) is found scattered around the first level and details the assessments of 'Agent Cladius' of the early events of the Stormcloak uprising.
