Melkij is a Wood Elf bandit who lives in Anvil.
Melkij's sole purpose is to wait by the crane in the Anvil harbor for you to show up during the quest Blood and Wine. Once you give him the password, he'll row you out to the Harpoon.
He wears a dark green shirt, leather greaves, and hard leather boots, and is armed with an iron dagger.
When you show up with the password, he'll be surprised: "Who are you? They didn't tell me anything about you. How do you know the password?" When you tell him, he'll respond: "Old Stump! Well, you decide now. I'll take you, and then they'll either take your head off or send you back. Are you going?"
